摘要:
构建公共服务资源整合、数字赋能与人口发展的三维协同治理机制,对于推动黄河流域高质量发展具有重要意义。为推动三维协同治理机制的形成,以黄河流域78个地级市和副省级城市为研究对象,综合运用熵值法、耦合协调模型及地理探测器,探究黄河流域2012~2023年基本公共服务-数字经济-人口发展(BDP)三维系统的耦合协调发展水平及其驱动因素。结果表明:①黄河流域基本公共服务、数字经济、人口发展水平整体呈上升趋势,基本公共服务发展水平起点最低但提升幅度最大,数字经济发展水平始终高于基本公共服务与人口发展水平; ②黄河流域基本公共服务-数字经济-人口发展三维系统耦合协调发展水平存在大范围失调现象,但随着流域高质量发展进程不断推进,耦合协调类型由轻度失调类型占绝对优势,向以濒临失调、初级协调为主导的交错分布格局演变; ③不同因素对黄河流域基本公共服务-数字经济-人口发展三维系统耦合协调度的驱动力存在显著异质性,实际利用外资额与人均社会消费品零售额的驱动力最强。为提升耦合协调发展水平,需充分发挥政府调控力和开放促进力的双重效应,促进产业结构优化升级和加大资金投入,以地区联动提升耦合协调发展水平。
Abstract:
Building a three-dimensional collaborative governance mechanism for the integration of public service resources, digital empowerment and population development is of great significance for promoting quality development of Yellow River Basin. To promote the formation of a three-dimensional collaborative governance mechanism, 78 prefecture level and sub-provincial cities in Yellow River Basin were selected as the research objects; the entropy method, coupling coordination model,and geodetector were comprehensively used to explore the coupling coordination development level and driving factors of basic public services-digital economy-population development(BDP)three-dimensional system in Yellow River Basin from 2012 to 2023. The results show that ① the overall development level of the BDP three-dimensional system in Yellow River Basin shows an upward trend, the start point of the development level of basic public services is the lowest but with the largest improvement, and the development level of digital economy is always higher than that of basic public services and population; ② there is a wide range of imbalance in the development level of the coupling coordination of the BDP three-dimensional system in Yellow River Basin, but with the continuous advancement of high-quality development of the basin, the coupling coordination is the staggered distribution pattern from the absolute predominance on the mild imbalance to the predominance on the brink of imbalance and primary coordination; ③ there is significant heterogeneity in the driving force of different factors on the coupling coordination level of the BDP three-dimensional system in Yellow River Basin, with the strongest driving force of the amount of actual utilized foreign capital and the amount of per capita retail sales of social consumer goods. In order to improve the level of coupling coordination development, it is necessary to give full play to the dual effects of the government's regulatory power and openness promotion power, promote the optimization and upgrading of the industrial structure and increase the capital investment, so as to improve the level of coupling coordination development by regional linkage.
