摘要:
区域土地利用绩效评价是提高其可持续发展能力的有效手段。采用熵权TOPSIS模型、耦合协调度模型和障碍度模型,从经济、社会、生态、安全4个方面选取17个指标评价了宁夏近14年(2006~2019年)土地利用绩效动态变化、协调发展水平和障碍因子。结果表明:2006~2011年,宁夏土地利用绩效处于较差水平; 2012~2017年,工业化、城镇化进程加快,宁夏土地利用绩效水平快速上升,处于优质水平; 2018~2019年,随着生态和土地安全问题的出现,宁夏土地利用绩效下降为中级水平。其中,经济绩效年均增长6.16%; 社会绩效14年间总体上稳步提升,呈现出明显的阶段性特征; 生态绩效在2019年回落至中级水平; 安全绩效在2015~2019年一直处于中级水平。土地利用经济-社会-生态-安全绩效耦合协调度由2006年的中度失调上升至2019年的中级协调。2016~2019年,影响宁夏土地利用绩效的主要障碍因子分别为水利、环境和公共设施投资占比,生态用地面积占比,工业固废物综合利用率,土地协调度和农用地面积/建设用地面积比例。
Abstract:
Regional land use performance evaluation is an effective means to improve its sustainable development capacity. The entropy-weight TOPSIS model, coupling coordination degree model and obstacle degree model were used to evaluate the dynamic changes of land use performance, coordinated development level and obstacle factors in Ningxia in the last 14 years(2006-2019)by selecting a total of 17 indicators from four aspects, including economy, society, ecology and security. The results show that from 2006 to 2011, land use performance of Ningxia is at a poor level; from 2012 to 2017, with the accelerated industrialization and urbanization, the level of land use performance rises rapidly and is at a high-quality level; from 2018 to 2019, with the emergence of ecological and land security issues, land use performance of Ningxia drops to an intermediate level. The average annual growth of economy performance is 6.16%; society performance has generally increased steadily over 14 years, showing obvious periodical characteristics; ecology performance falls back to intermediate level in 2019; and security performance has been at intermediate level from 2015 to 2019. Land use economy-society-ecology-security performances coupling coordination degree increases from moderate disorder in 2006 to intermediate coordination in 2019. From 2016 to 2019, the main obstacle factors affecting land use performance in Ningxia are the proportion of investment in water, environment and public facilities, the proportion of ecological land area, the comprehensive utilization rate of industrial solid waste, the degree of land coordination and the ratio of agricultural land area/construction land area.
